The
Northern Investing for Health Partnership
Role and Remit
The role of the Northern Investing for Health Partnership is to take
forward, at a local level, the implementation of the Investing for Health
Strategy, issued by Government in March 2002.
The Partnership is made up of representatives from the community, voluntary,
statutory and social sectors. Full details of membership are available
in the Partners Directory (below).
In taking forward the Investing for Health agenda, the Northern Investing
for Health Partnership has agreed the following terms of reference:
- to improve the health and social well-being of people in its area
by addressing the wider social, cultural, economic and environmental
determinants of health and well-being;
- to make a significant contribution to identifying needs and priorities
and assessing options for meeting them;
- to identify and take forward, through Partner organisations and
agencies, actions and initiatives which will promote health improvement;
- to provide input to the Health Improvement Plan, which will detail
actions to be taken by the Partner organisations to improve the health
and well-being of the local population;
- to ensure broad engagement with stakeholders, within the context
of existing partnership arrangements, to address health and well-being
inequalities;
- to ensure that local perspectives on health and well-being needs
and priorities are communicated to those involved in central policy
decision-making;
- to establish relevant baseline information and measures of health
and social well-being; and
- to monitor and review progress in achieving objectives and targets
with regard to improving the health and social well-being of the local
population.

Hilary Johnston - IfH Manager
Prior to taking up post within the Northern Investing for
Health team Hilary spent 18 months as Operations Manager for The
Princes Trust NI. Her career before then was within the HPSS and
included a variety of roles in Whiteabbey Hospital, the Mater
Hospital and Central Services Agency, where she was Assistant
Director of Nicare, the international business unit for the HPSS.

Stephen Murray - IfH Manager
Before joining the Northern Investing for Health team,
Stephen worked in a number of roles within the Northern Health
and Social Services Board. Initially employed as a Contracts Officer,
Stephen has spent much of his career in Strategic Planning and
Commissioning. During this time he was closely involved in the
development of the Board Acute Hospitals Strategy. He has also
taken a lead role in the development and implementation of the
Board’s strategies for people with a physical disability
and sensory impairment and learning disability.

Elaine O’Doherty - Advocate for Health
& Well-Being
Elaine O’Doherty has worked in public health and health promotion
for a number of years and gained wide experience in developing and
implementing programmes and strategies to tackle health inequalities.
She was the Northern Health & Social Service Board’s Commissioning
Officer for Health Promotion with responsibility for the implementation
of strategies to promote health and social well-being, before taking
up her present post with the Northern Investing for Health team.

Trust
The Trust has a population of 324000 and covers an
area of 1200 square miles. The Trust provides services
to people living in the seven local council areas of
Antrim, Ballymena, Carrickfergus, Cookstown, Larne,
Magherafelt and Newtownabbey. Homefirst Trust provides
the full range of community health and personal social
services, together with in-patient mental health services
at Holywell Hospital and at Whiteabbey Hospital.

Executive
The Housing Executive is Northern Ireland's comprehensive
regional housing authority. Its key purpose is to assess
housing needs, ensure that housing programmes are targeted
at those individuals and areas in greatest need, deliver
strategies to influence the wider housing market and
work with others to foster urban and rural renewal.
The Housing and Health Co-ordinator is responsible for
the ongoing development of the NIHE's Housing and Health
strategy and for co-ordinating, monitoring and managing
its delivery across NI.

Council
Magherafelt District Council aims to maximise its contribution
towards improving the quality of life in the district
through encouraging economic, social and cultural development
while protecting the environment for future generations
The Environmental Health Department assists with this
aim through its involvement in food, safety, occupational
health and safety, consumer protection, pollution control,
public health issues and various licensing regimes.

| Magherafelt Area Partnership
The Magherafelt Area Partnership is responsible for
the administration of a range of programmes, in particular
Peace II, Leader +, ICT for Farmers and Community Safety.
It also manages a Local Economic Development on behalf
of Magherafelt District Council. Together with the council
it has developed a Local Integrated Strategy (The Magherafelt
Community Plan), which is intended to guide the economic,
social and environmental development of the District.

Development & Health Project
This project takes a community development approach
to engaging with local people to bring about positive
change in the quality of their lives. We engage with
community, voluntary and statutory groups to improve
housing, environment, Health and Social Well-being through
education, childcare provision, projects and activities
for young people and older people. Rathenraw is a Health
Action Zone.

| Causeway Health &
Social Services Trust
The aim of Causeway Health and Social Services Trust
is to promote health and provide care. Causeway Trust
is a combined acute and community Trust that covers
the Coleraine, Ballymoney and Moyle District Council
areas. It provides a range of acute inpatient surgical,
medical and psychiatric services, as well as out-patient
clinics within Causeway Hospital. Community Health and
Social Services, some of which are specialist, are provided
from within two community hospitals, day care facilities,
residential homes, medical and health centres and clinics.
Community provision also includes family and child care
services ranging from family support to child protection.
The Business Services Department supports professional
care staff in the planning, monitoring and development
of services.

| Larne Community Development
Project
Larne Community Development Project was formed in 1997,
to promote Community Development in an area of low community
infrastructure; to work within a partnership with other
organisations and with local groups to help them develop.
Over 85 groups have been assisted. Funding has now been
secured to continue this work, and to actively form
a sector network, as will looking at the Boroughs community
development infrastructure from a more strategic viewpoint.

| Carrickfergus Local
Strategy Partnership
Carrickfergus LSP is responsible for the administration
and management of European Union Peace II funding. Carrickfergus
LSP is one of 26 LSPs throughout NI and it is specifically
responsible for approximately £1 million. The LSP strategy
for Carrickfergus is directed at the support of local
socio-economic and environmental development projects
between 2002 and 2006.

Council
Cookstown District Council is one of 26 Local Authorities
in Northern Ireland serving a population of £32000.
The council provides a range of services, one of which

| Oakleaf Rural Community
Network
Oakleaf Rural Community Network was established in
1993 as an umbrella support and development agency for
rural community groups in the County Londonderry area.
The Network began with an initial 23 groups all of whom
were involved in rural regeneration projects and has
now grown to over 250 groups. We represent a range of
community interests including playgroups, Womens groups
and youth based organisations.

Larne Borough Council has an integrated strategy for

| Cookstown & Western
Shores Area Network (CWSAN)
CWSAN is a grassroots community organisation established
in 1997 to identify and voice issues of concern to rural
communities in relation to poverty, disadvantage and
community development. CWSAN has a membership base of
46 community groups. The Network is funded by the Dept
of Agriculture and Rural Development through the Building
Sustainable Prosperity Programme and the Community Fund.
Activities:
- The Network provides a point of contact for voluntary
and community groups, provides training in themes
of common interest, information on funding sources
and current policy and a library facility for information
on various relevant issues such as health, tourism,
housing, planning etc.
- Represents the voice of rural groups at district
and regional level.
- Provides networking opportunities among groups.
- Supports the formation of new groups and offers
advice, guidance and technical assistance to members.
- Supports development workers in the area.
- Provides administration and publication facilities
to groups.
- Develops and manages strategic approaches to rural
community regeneration

Forum
Ballymena Community Forum is an umbrella organisation
for all the community and voluntary groups throughout
the borough of Ballymena. We provide support and information

groups to develop within the sector. We also offer an

The Northern Health and Social Services Council is
an organisation working on behalf of the local community

Health Action Zone
Northern Neighbourhoods Health Action Zone (NNHAZ)
is a community-led partnership initiative that aims
to improve the health and social well-being of people
and communities living within the Northern Health and
Social Services Board. NNHAZ operates in 14 neighbourhoods
with more than 32 partners from the community, voluntary
and statutory sectors who are working together to create
stronger, healthier and more prosperous communities
that value and include all their citizens. The Northern
Health & Social Services Board is the lead partner
organisation for the initiative.

Trust
United Hospitals Trust provides hospital services from
five sites in Antrim, Mid-Ulster, Whiteabbey, Ballymena
and Larne. It also provides community midwifery, physiotherapy,
dietetics and orthoptics in community locations and
patients' homes. As well as linking in to all clinical
services within the Trust, this Department has a key
role in Health Promotion and in developing the Trust
Quality Strategy.

The key department in the context of the Northern Investing for Health Partnership is Pastoral Care and Personal Development within the Curriculum Advisory and Support Service.
