Fuel poverty affects a broad range of individuals including: older people; families with young children, people with disabilities; and individuals living on low incomes including the working fuel poor.

Living in a cold home is often a direct cause of poor health and well being. Those living in cold, damp homes are at an increased risk of illness such as cardiovascular and respiratory disease; poor mental health and well being, including low educational attainment; and at its most extreme, death.
